Not by itself. Commercial Microsoft 365 does not meet the FedRAMP Moderate baseline DFARS 7012 expects for CUI, and Microsoft does not sign the required commitments on commercial tenants. Options: move CUI to GCC/GCC High, or keep commercial M365 and add a FedRAMP-authorized encrypted overlay like PreVeil.
Your three realistic paths
- GCC High: the gold standard, required for ITAR/CUI-Specified; highest cost and migration effort
- GCC: suitable for many CUI Basic cases at lower cost
- Commercial + overlay (PreVeil/Exostar): CUI lives encrypted inside the overlay; your everyday M365 stays untouched — often the cheapest compliant enclave for SMBs
